With the building blocks defined above, we can now set up a comprehensive list of all the
possible destination codes that can be dialled, group them according to their shared tariffs,
and select the channels to be used for ringing those numbers and the order in which those
channels are to be used to ensure that calls are routed as cost-effectively as possible to
their destination.
